P21A1 is set when the ECM detects a lower-than-expected voltage or current in the control circuit for turbocharger boost control solenoid A. This solenoid, typically a pulse-width-modulated (PWM) valve, regulates the actuator pressure or position that controls turbocharger boost output. When the circuit voltage or current falls below the calibrated minimum threshold, the ECM flags the fault and may default the turbocharger to a fixed, reduced-boost state.

A circuit low condition usually results from a short to ground in the solenoid signal or supply wiring, a failed solenoid winding with reduced resistance, or an open in the ECM driver circuit.
