P0646 is a generic powertrain code that reports a low-voltage condition on the control side of the air conditioning compressor clutch relay. On most vehicles the engine control module does not simply pass switched power to the A/C clutch; it grounds one side of a relay coil through an internal output driver, and that driver monitors the state of its own output line. When the module commands the relay off it expects to see the circuit pulled up toward system voltage by the coil feed. If it instead measures a low or grounded state at the wrong time, it flags the circuit as low and stores P0646.

Because the fault is detected by the module's own output monitoring rather than by watching cabin temperature or refrigerant pressure, P0646 is a pure electrical circuit code. It says nothing about refrigerant charge or compressor mechanical health.
