When the ignition is switched on, the module powers up and runs a set of self-tests and configuration checks before the engine is started. Part of that routine is confirming which inputs are actually present, so the module knows what hardware it is talking to and which control strategy to load. Throttle position is one of the key signals in that check, and P063E is stored when the expected throttle input is missing altogether.

The code sits in the P06xx control module group, alongside other auto-configuration codes, because it describes a failure of the module's start-up configuration process rather than an out-of-range reading from a working sensor. No. A standard throttle sensor code means the module is receiving a signal but the value is implausible.
