P05B4 is set when the PCM detects that the voltage on the electric coolant pump control circuit is lower than expected. A low voltage condition on the control circuit typically indicates a short to ground somewhere in the circuit, an excessive load pulling the signal line down, or a failed pump driver within the PCM. This is the companion low-side fault to P05B3 (open) and P05B5 (high).

The PCM monitors its output driver or the feedback signal from the pump controller.
