The fan carries its own speed sensor, typically a three-wire Hall-effect device fed a reference voltage and a ground by the control module, which returns a pulsed signal whose frequency rises with fan speed. The same arrangement is used on electronically controlled electric fans and on belt-driven fans with an electronically modulated viscous fan clutch or fan hub.
The ECU commands a fan speed based on coolant temperature, air conditioning pressure, transmission and charge-air temperatures and vehicle speed, then compares the speed reported back by the sensor with the speed it asked for. P0527 is a rationality or performance fault: the returned signal is present but does not make sense - it is erratic, out of the expected range, or it stays away from the commanded value for longer than the calibrated tolerance allows.
Because the fault is a mismatch rather than a dead circuit, the cause can be electrical or mechanical. A failing sensor or damaged wiring will corrupt the feedback, but so will anything that stops the fan physically reaching commanded speed - a seized fan motor, a slipping fan clutch, a worn belt or debris blocking the fan. Most vehicles default the fan to full speed in response, so overheating is not guaranteed, but it remains a real risk.

Can I keep driving with P0527?
Only with caution and with an eye on the temperature gauge. Many vehicles default the fan to full speed as a fail-safe, which keeps the engine cool but is noisy. If the fan is not actually spinning up, the engine can overheat in traffic or when towing, and overheating causes expensive damage. Avoid heavy loads and stop-start traffic until it is fixed.
Will this fail an emissions test?
Yes, in most OBD-based inspection programmes, because an illuminated check engine light is an automatic fail. The cooling fan itself is not measured at the tailpipe, but the stored code and lit lamp are enough to fail the inspection.
Is this expensive to fix?
It varies. Repairing a chafed wire or corroded connector is cheap, and replacing the speed sensor alone is moderate on most vehicles. Costs rise if the whole fan assembly, fan control module or an electronically controlled fan clutch has to be replaced, since on many designs the sensor is integrated into the fan unit.
Why is my fan running loudly all the time now?
That is usually the fail-safe working as designed. Once the ECU can no longer trust the fan speed feedback, it commands maximum fan speed continuously so the engine cannot overheat while the fault is present. The noise is annoying but it is protecting the engine, and it should stop once the fault is repaired and the code cleared.
