What P0495 means

P0495 is a generic powertrain code meaning the engine control module has determined that the engine cooling fan is turning faster than it was commanded to turn. It is the mirror image of P0494 and belongs to the engine cooling system. The ECU monitors fan speed because it uses the fan as an active tool to hold coolant temperature and air-conditioning head pressure in range, so a fan it cannot control is treated as a fault.

Vehicles that set this code use a variable-speed fan: the ECU drives it through a pulse-width-modulated fan control module, a multi-speed relay arrangement or an electronically controlled viscous clutch, and it reads actual speed back from a sensor on the fan hub or from feedback inside the fan control module. The ECU compares the two values continuously, and if measured speed stays meaningfully above the commanded value for longer than the calibrated time window, P0495 is stored. In practice this happens either because the fan really is running flat out when it should not be, or because the speed signal is over-reporting.

Common outcomes are a fan that roars constantly, a system that will not modulate down, and on some vehicles an air-conditioning compressor the ECU disables while the fault is active. Over-cooling can also push coolant temperature below the range the fuel and emissions strategies expect.

Can I keep driving with P0495?

Usually yes, because an over-running fan cools more than necessary rather than less. It is noisy, it hurts fuel economy and on clutch-fan vehicles it drags on the engine, so it is worth fixing, but it is not the emergency that an under-cooling fault would be. Do keep watching the temperature gauge in case the same wiring or sensor fault is affecting other cooling functions.

Will it fail an emissions test?

Yes. The check engine light is on and the code is stored, and an OBD or visual inspection fails on an illuminated MIL. Over-cooling can also keep the engine below the temperature at which some emissions monitors run, leaving readiness incomplete.

Why did my air conditioning stop working?

Many vehicles disable the air-conditioning compressor while a cooling fan fault is stored, because the ECU can no longer guarantee it can control condenser cooling. The air conditioning normally returns once the fan fault is repaired and the code cleared.

Is this expensive to fix?

A stuck relay or a damaged section of wiring is inexpensive. The cost rises sharply if the fault is a seized electro-viscous fan clutch or a fan assembly with an integrated control module, both of which are relatively costly parts. Because the price range is wide, it is worth confirming the exact cause before authorising parts.
