It applies to vehicles whose cooling fan speed is actively controlled and reported back, either through a fan control module that returns a speed signal, a dedicated fan speed sensor producing a pulse train, or a viscous fan clutch whose engagement the ECU monitors.
The monitor works by comparing the commanded fan state against the reported speed. If the fan is spinning faster than the command should produce, or the reported speed exceeds the calibrated ceiling, the ECU concludes it has lost authority over the fan and stores the code. Note that the name can be misleading: the fan is not necessarily damaging itself by spinning too fast. In many cases the fan is simply running at full speed when it should be modulated, or the feedback signal is corrupt and only appears to indicate an overspeed condition, for example because voltage spikes or a stuck high-frequency speed signal are reaching the module.
On vehicles with a fan clutch, P0493 is often raised when the clutch has locked up and no longer releases, so the fan is driven at engine speed instead of being allowed to slip. The code sits alongside the other fan control codes in the engine thermal management group.
