P02E2 is a generic diesel code set when the PCM detects a low voltage condition on the intake air flow control motor circuit, typically when the control voltage stays below a threshold (often around 0.3V) for longer than allowed. The intake air flow control system uses a motor-driven throttle-style valve, usually on the intake or throttle body, whose plate opens and closes to regulate incoming airflow and support the EGR system and emissions control.

A circuit low reading points to a short to ground in the actuator wiring, a shorted actuator motor winding, or a connector fault bridging the control circuit to ground. It can also result from a PCM driver fault. Although the airflow the engine receives is no longer optimal, this is generally regarded as an electrical circuit issue rather than a catastrophic fault.

Because the fault sits in the air-management side of the engine, symptoms centre on reduced performance, rough running, and lower efficiency rather than a dead cylinder.
